On June 3, 2014, the US Federation of steelworkers (USW) formally submitted an application to the US International Trade Commission (USITC) and the US Department of Commerce (USDOC) on behalf of the US domestic industry, requesting an anti-dumping and anti subsidy investigation on the tires of cars and light trucks exported from China to the United States, and taking "double anti" measures. The "double reverse" investigation is another protectionist measure taken by the United States after the expiration of the special safeguard measures for Chinese car and light truck tires in 2009. It sets trade barriers to the export of Chinese tires to the United States by adopting the "double reverse" method.
In response to this situation, on June 27, the Provincial Department of Commerce organized and invited the Bureau of investigation of the Ministry of Commerce, China Minmetals chemical import and Export Chamber of Commerce, the provincial development and Reform Commission, the Provincial Department of science and technology, the provincial SASAC, the Provincial State Taxation Bureau and nearly 50 American tire export enterprises in the tire industry of our province to hold a training course on the coping strategies of the "double anti" investigation of our tires in Weifang.
In 2013, the province's tire export volume was US $8.626 billion, and the United States is the largest tire export market in our province. If the United States takes "double countermeasures" against the tires exported by China again, it is bound to bring huge losses to the tire enterprises in our province, and will also affect the upstream and downstream industries.
At the training course on coping strategies of tire "double anti" investigation held this time, relevant experts briefed on the relevant cases, and explained the legal procedures of U.S. anti-dumping investigation, coping skills of enterprises and matters needing attention. In the next step, tire enterprises in our province will actively do a good job in legal defense and increase industry lobbying. At the same time, we hope that the government will introduce relevant countermeasures as soon as possible and increase pressure on the United States, so as to achieve better results and minimize losses.
